Enable features on PCIe and USB HSMs

The command hsmadmin info can be used to view features that have been set on the HSM. The features applicable to the ncoreapi service will appear as the ncore.featureflags in the opt_list section. Features applicable at platform level will appear as separate entries also in the opt_list section.

Features will be supplied by Entrust as a file made available for download. Each file is specific to an individual HSM and can only be applied to the HSM with the same ESN as is contained within the file.

Feature files are applied with the command hsmadmin fet
